Job Title: Senior Procurement & Sourcing Officer

Salary range: 500$-700$

Industrial: Construction and Engineering
Location: Phnom Penh, Cambodia
Report to:  Finance and Admin Manager


Key Responsibilities

1. Procurement & Sourcing Management

  • Plan and execute procurement activities for construction materials, equipment, and services
  • Source, evaluate, and select qualified suppliers and subcontractors
  • Prepare and issue RFQs, RFPs, and purchase orders in compliance with company policies

2. Supplier Negotiation & Cost Control

  • Negotiate pricing, payment terms, delivery schedules, and contracts to achieve cost savings
  • Conduct price comparisons and cost analysis to ensure competitive procurement
  • Monitor market trends and material price fluctuations

3. Vendor Relationship Management

  • Build and maintain strong relationships with local and international suppliers
  • Conduct supplier performance evaluations and resolve supply-related issues
  • Identify alternative suppliers to minimize supply risks

4. Coordination & Project Support

  • Work closely with engineering, QS, project, and warehouse teams to ensure accurate material specifications and timely delivery
  • Track purchase orders, deliveries, and inventory levels
  • Ensure materials are delivered on schedule to meet project timelines

5. Compliance & Documentation

  • Ensure procurement activities comply with company procedures, contracts, and internal controls
  • Maintain complete procurement records, contracts, and supplier documentation
  • Support audits and management reporting

6. Process Improvement

  • Develop and improve procurement processes, sourcing strategies, and cost-saving initiatives
  • Provide procurement reports, forecasts, and recommendations to management

Job Requirements

Education

  • Bachelor’s Degree in Supply Chain Management, Procurement, Business Administration, Engineering, or related field

Experience

  • Minimum 3–5 years of experience in procurement and sourcing
  • At least 3 years in a senior procurement role within construction, real estate, or building materials industry

Skills & Competencies

  • Strong negotiation and supplier management skills
  • Good knowledge of construction materials, specifications, and supply markets
  • Strong analytical and cost-control skills
  • Ability to manage multiple procurement tasks under tight deadlines
  • Excellent communication and coordination skills

Language & Technical Skills

  • Proficient in English and Khmer (spoken and written)
  • Strong computer skills (MS Office, / procurement systems)
