Job Title: Purchasing Officer / QS Officer
Salary Range: 300$-450$

Reports to: Accountant and finance Manager
Key Responsibilities
Procurement Responsibilities
- Source and evaluate suppliers, subcontractors, and service providers for construction materials and equipment
- Prepare and issue purchase orders, RFQs (Request for Quotation), and purchase requisitions
- Negotiate prices, terms, and delivery schedules with suppliers to ensure best value
- Monitor delivery schedules, inspect received materials, and ensure quality standards are met
- Maintain accurate procurement records, contracts, and supplier databases
- Coordinate with project managers, site engineers, and finance for timely procurement and payment
- Ensure compliance with company procurement policies, budgets, and regulatory requirements
Quantity Surveying Responsibilities
- Prepare and review bills of quantities (BOQ), cost estimates, and material take-offs
- Monitor project costs, track variations, and report on budget vs. actual expenditures
- Assist in cost control, forecasting, and financial reporting for construction projects
- Evaluate subcontractor and supplier quotations in line with project requirements
- Collaborate with design and construction teams to ensure accurate costing and material usage
General Responsibilities
- Maintain strong communication with suppliers, contractors, and internal teams
- Support the procurement and project management teams in ad-hoc tasks
- Ensure timely documentation and reporting for management review
- Assist in audits, stock verification, and inventory management
Job Requirements
Education
- Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field
Experience
- Minimum 2–4 years of experience in procurement, purchasing, or quantity surveying
- Experience in real estate, construction, or property development projects is preferred
Skills & Competencies
- Strong knowledge of construction materials, suppliers, and market pricing
- Understanding of quantity surveying, BOQ preparation, and cost estimation
- Excellent negotiation and supplier management skills
- Proficient in Microsoft Office (Word, Excel, PowerPoint) and procurement software
- Ability to monitor budgets, prepare reports, and track project costs
- Attention to detail, accuracy, and problem-solving skills
- Good communication in Khmer; English is an advantage
